Dear OAAP MEMBERS,

The OAAP Board of Directors would like to express their sincerest thanks and appreciation for your presence and participation during our Special General Membership Meeting held yesterday, June 22 (Wed) at the Panciteria San Jacinto.

Our invited guest speaker, MMDA Chairman Francis N. Tolentino had to attend for an emergency meeting and was not able to make it.

Hereunder is the message of MMDA Chairman Tolentino which was well delivered by Ms. Tina Velasco, Assistant General Manager. Please take note that part of his message are the guidelines to be followed for the evaluation and clearance requirements of all existing and new billboards for your reference and proper guidance.

Mr. Joe Vale, Mr. Ed Acosta, distinguished board members, officers and members of the Outdoor Advertising Association of the Philippines, special guests, ladies and gentlemen, good morning to all of you!

First of all, I would like to extend my sincerest gratitude for the invitation to be part of the Annual General Membership Meeting of the OAAP. Frankly speaking, I am not sure whether I am still welcome here considering the situation some of your members and our Agency are in at the moment.

However, given the professionalism of your organization and its members, I am very confident that this temporary predicament will not affect our good working relationship. I also know that OAAP members fully understand that MMDA is only exercising its mandate on public safety and urban renewal as well as implementing existing laws, nothing more.

In all our previous meetings, the OAAP has manifested its cooperation and openness to reasonable regulation. I hope that is still true today and I would like to assure you also that MMDA’s actions will only be guided by rules and regulations prescribed under existing laws.

At this point, let me take the opportunity to orient OAAP members on the guidelines to be followed for the evaluation and clearance requirements of all existing and new billboards:

Step 1 involves securing a ‘Structural Clearance’ from the Department of Public Works and Highways (DPWH). The evaluation process by DPWH consists of determining whether the billboard structures including its frame, anchorages and fasteners are designed and built in accordance with the National Building Code (NBC), the Structural Code, the Electrical Code as well as other applicable laws.

After establishing the structural integrity of the billboard, the structural clearance is released by DPWH for the next step.

Step 2 involves getting a ‘Locational Clearance’ from the Metropolitan Manila Development Authority (MMDA). The clearance is required to establish whether the existing or new billboard complies with existing land use plans on location and the requirements on front and rear setbacks, minimum distance from next billboard, combustibility of billboard materials, light and ventilation, height as well as clearance from high voltage distribution lines.

Once the locational clearance is released by MMDA, the final step is to secure the Sign Permit.

Step 3 basically requires securing the final ‘Billboard or Sign Permit’ from the concerned Local Government Unit (LGU) based on its evaluation of the billboard as to its conformity with existing City/Municipal Zoning Ordinances and other applicable laws and regulations. The issuance of the Sign Permit by the LGU ends the whole process.

These are the 3 basic guidelines and requirements for the smooth operations of all billboards within Metro Manila.

Please take note that MMDA, together with the DPWH and concerned LGUs, are continuously conducting billboard inspections mainly to help billboard operators in securing the required clearances and permit.
