DPWH dismantles huge EDSA billboard

MANILA, Nov. 7 — The Department of Public Works and Highways (DPWH) has torn down an illegally constructed billboard near Camp Crame in San Juan City as part of the agency’s sustained campaign to ensure public safety at all times.

Spearheaded by National Building Code Development Office (NBCDO) Executive Director Emmanuel Cuntapay, DPWH First Metro Manila District Engineer Roberto Nicolas and San Juan City Architect Romeo Gonzales, the huge billboard structure near CATS-Mercedez Benz Building along Epifanio delos Santos Avenue (EDSA) in East Greenhills, San Juan City was dismantled and will totally put ground zero.

The illegal structure under J. Ramos Billboard Services violated the allowable billboards size requirements of 40 feet by 30 feet and pose hazard to motorists traversing EDSA.

According to Cuntapay, the billboard service provider was found not only violating laws on billboard standards and operating without necessary permit but is also occupying a perpetual alley, hence, denying access to general public.

The existence of the perpetual alley where the billboard structure is erected was discovered by the DPWH during the course of their conduct of nationwide inventory of signs and signboard structures pursuant to President Gloria Macapagal Arroyo’s Administrative Order No. 160.

Architect Romeo Gonzales, local building official of the local government of San Juan City, said that earlier, all billboard construction permits were revoked following the instruction of DPWH Secretary Hermogenes Ebdane, Jr. but J. Ramos Billboard Services continued with their illegal construction despite series of notices issued by him until final demolition was served.

CATS-Mercedez Benz has also earlier complained the presence of that billboard as it has triggered accident in the past.

Cuntapay said that with the demolition of this billboard, DPWH not only protect motorists but also regained a vital perpetual alley that will be a useful passage for people.(PNA)
